The Unified Fleet is run and maintained by a Command Council. The Command Council is stationed on the Star Base Phoenix and holds meetings regularly. The Command Council is a council of atleast 1 Commanding Officer and at the most 4 Commanding Officers. The Fleet Admiral leads this group. To become a C. Council member you must ask the Fleet Admiral and get his approval. C. Council members must post once every week. The C. Council is also responsible for recruiting new members to the Fleet.

The Command Council is allowed to promote the officers within the Fleet. The Command Council can assign missions to the ships in the Unified Fleet. The Command Council may conduct and coordinate Fleet Wide Simulations.
